Why didn't they tell me it wasn't free?

When I was experiencing some trouble with the AC, I called a local HVAC repair company to make an appointment.

I didn’t know what was wrong with the machine and I didn’t know if I had enough money to repair the AC.

I only wanted to get an estimate for the work, so I called the repair company. The lady on the phone that helps me make an appointment did not tell me that there was going to be a charge for the estimate. I assumed that it would be free. After the technician completed the evaluation on my AC, he told me that it was going to cost $550 to make the repairs. I told them that I could not afford to make those repairs at this time, and I thanked the guy for coming over to look at the system. He handed me a bill for $99 and he expected me to pay it with my credit card. I told the guy that I thought it was a free estimate and he told me that nothing in life is free. That made me very aggravated and mad and I decided to call the HVAC company. I spoke to the same woman that helped me make an appointment. He apologized for not stating that there was a fee for the estimate, but she told me that I had to pay the bill. I politely and firmly told the woman that I didn’t have $99 to pay the fee. I told the woman on the phone and the HVAC technician that they could build me if they wanted to get the money.
